How to build a church budget
A good church budget is a plan for mission, not just a list of expenses. Here is a process that works for small and mid-sized churches.
1. Start with last year's actuals
Pull twelve months of actual income and expenses, not last year's budget. Group them into a handful of categories: staffing, ministry programs, operations, facilities and debt, missions and giving, and reserves.
2. Estimate income conservatively
Look at the trend in giving over the last two or three years. Separate undesignated giving (which funds the operating budget) from designated gifts (which must go to the purpose the donor chose). Budget operating expenses against undesignated giving only. If giving is uncertain, plan for flat or slightly lower income and treat any increase as a bonus.
3. List fixed commitments first
Salaries and benefits, loan payments, insurance, utilities, and contracts come first. Then see what is left for ministry.
4. Ask ministry leaders for requests
Give each leader a simple form: what they spent last year, what they want next year, and what it would accomplish. Have the finance team balance requests against available income and the church's priorities.
5. Build in a cushion
Include a line for unexpected repairs and a plan for building reserves. Many financial advisors suggest working toward a reserve that covers several months of operating expenses, but the right amount depends on your church.
6. Get approval
Follow your bylaws. Many churches have the finance committee recommend the budget, the board approve it, and the congregation approve it at an annual meeting.
7. Report against it monthly
Give the board a one-page budget-versus-actual report each month, plus year-to-date totals. Flag any category that is more than about 10% off, and decide together whether to adjust spending or the plan.
