Plain-language notes
- Quorum is the minimum number of members who must be present to do business. Unless your bylaws say otherwise, Robert's Rules treats a majority of the membership as the quorum.
- Majority of votes cast is the usual standard for ordinary motions. Abstentions do not count as votes cast, so they do not help or hurt.
- Two-thirds is required for some actions, such as suspending the rules, and often for major actions in bylaws. Your bylaws may set higher thresholds for calling or removing a pastor, selling property or changing the bylaws.
- Bylaws, denominational rules and state law override these defaults.
